The House of Representatives has approved on second reading a bill which seeks to institutionalize the Philippine National Health Research System (PNHRS).

House Bill 6735 defines PNHRS as a framework anchored on the principles of essential National Health Research on inclusiveness, participation, quality, equity, efficiency and effectiveness which connect to, and converge with, the wider health, economic, political, educational and science and technology (S & T) systems of the country.

Under the bill, PNHRS is institutionalized within the mandate of the Philippine Council for Health Research and Development (PCHRD), the national coordinating body for health research.

The PNHRS aims to improve the health status, productivity, and the quality of life of Filipinos by ensuring that health research is linked to the health system needs and investments in health research yield the most benefit.

Another objective of the PNHRS is to promote good governance in research towards high performing and ethical health research organizations.

It also seeks to establish a viable system that shall strengthen national and international networking partnerships for health research development.

The bill provides for the composition of the PNHRS which are the Governing Council (GC), Steering Committee, the Technical Working Committees (TWC) and the Secretariat.

The Governing Council is tasked to set policies and directions for the PNHRS among others while it is one of the functions of the Steering Committee to recommend policies to the Governing Council.

HB 6735 is the substitute bill to House Bill Nos. 564, 2615, 4207, 4412 and 4855 and authored by Reps. Edgardo Angara (Lone District, Aurora), Joseph Emilio A. Abaya (1st District, Cavite), Angelo B. Palmones (Party-list, Agham), Lani Mercado-Revilla (2nd District, Cavite ), Rufus B. Rodriguez (2nd District, Cagayan de Oro City).

The search is now at UZ! University Research Center is now looking for the best student research in Universidad de Zamboanga. The Annual Search will be highlighted on November 15, 2012 at the UZ Auditorium, Canelar, Zamboanga City.

The search for the Best Student Research conducted by Universidad de Zamboanga students is designed to recognize research outputs in both Applied and Social Sciences. It includes but not limited to engineering and technology, medical and/or health and other multi – disciplinary researches.

It aims to recognize students’ milestone in research dimension through the discovery or development of technology, product, model theories or similar output resulting from scientific study. It also aims to encourage student researchers in the University to produce quality researches.

The quest encourages in strengthening the research culture in the University, thus expanding its sphere beyond professional and faculty researchers. The University Research Center – UZ objectives is to provide the students a venue for swift and wider dissemination of research and increases students’ potentials for technology replication, product, model or theories development, adoption and other mode of utilization of completed researches.

The URC made the proper call for paper through information dissemination among colleges of the University. The search is limited among the students of the University from year 2011 to the present. Each college was asked to nominate at least two (2) entries for the said search.

The student researches will undergo full scrutiny from the Pre – Screening and Evaluation and Screening Committee. Researches will be selected according to relevance of the study, congruence to the scope and discipline of the program, novelty of the research concept, clarity and structure of the research problem or objective, methodology and adequacy of findings or result of the investigation. The pool of the panel experts shall be determined by the University Research Center to compose the board of judges.

The selection of entries shall be based on the above criteria scrutinized by the research experts in order to select the best student research in the University. The best student research will received a cash prize of P5,000 and a plaque. First and Second runners – up will received the cash prizes of P2,000 and P1,000 plus certificates respectively. Advisers of the awarded best, first and second runners – up will also received a cash prize of P1,000 and certificates each.

The Philippine Council for Health Research and Development (PCHRD) through the Philippine Health Research Ethics Board (PHREB) and the Zamboanga Consortium for Health Research and Development (ZCHRD) will be conducting a 2-day Seminar Workshop on Standard Operating Procedures (SOPs) for ERCs to facilitate institutions who conduct researches to craft SOPs to be used in reviewing research proposals for its ethical merit.

The said workshop will be facilitated by Dr. Marita VT Reyes and Dr. Cecilia V. Tomas, co-chair and member of PHREB respectively. 36 participants from Universidad de Zamboanga (UZ), Ateneo de Zamboanga University (AdZU), Western Mindanao State University (WMSU), and Zamboanga City Medical Center (ZCMC) will converge to put on their thinking caps for the said affair at the Le Jardin, Marcian Garden Hotel.

The organizers expect that the participating institutions will be able to more effectively evaluate research proposals for its ethical merit after this training.

Universidad de Zamboanga will be holding a Direction Setting Seminar Workshop for Health Research this coming October 10, 2012 at the Instructional Media Center, UZ, Tetuan, Zamboanga City. Among the participants for the one day direction setting seminar will be the faculty members of the School of Allied Medicine of the University.

As an institution, UZ recognizes its vital role in producing quality health researches for the benefit of all stakeholders in the region. The Seminar Workshop is intended to give direction to the School of Allied Medicine faculty as the premier medical school of Universidad de Zamboanga and in Western Mindanao. The workshop will substantially add the previous understanding of the faculty researchers regarding health research that will be conducted in UZ. Also, the seminar is designed to further enhance the potential of the faculty researchers of the School of Allied Medicine in conducting health researches.

The activity is supported by the Department of Science and Technology (DOST) through UZ-URC to further develop its manpower as a social corporate responsibility.

The University Research Center through the directorship of Dr. Bienvenido L. Gregorio aims at reaching every college of the University in the generation of researches – be it applied or pure. Dr. Gregorio is optimistic that the seminar workshop will benefit much the faculty researchers who have the greatest potential in carrying out studies that will be beneficial to the people in the region. Also, URC aims to produce quality health researches for future gain.

Among the speakers invited for the Direction Setting Seminar – Workshop are Dr. Chona Q. Sarmiento, Dr. Gloria G. Florendo – both from the Western Mindanao State University and Dr. Teresita G. Montaño of the Ateneo de Zamboanga University.

Dr. Chona Q. Sarmiento, Chairman of the Research and Development - ZCHRD will be speaking on the Research Protocol which will further give ideas and supplementary information on Health Researches and Development. Dr. Sarmiento will be presenting the guidelines in conducting research for further utilization.

Meanwhile, Dr. Florendo will tackle on the Guidelines and Principles in the Ethical Conduct of Health Research including identifying ethical concerns in cases using the General Principles in research and to demonstrate ethical competence in doing health researches.

The 2011 Guidelines contains the Ethical Standards for Clinical Trials on Drugs, Devices and Diagnostics, Herbal Research, Complementary and Alternative Medicine Research, Research on Assisted Reproductive Technology, Ethical Guidelines for Emerging Technologies, Ethical Guidelines for Genetic Research with a Section on Stem Cell Research, Ethical Guidelines for Epidemiologic Research, Ethical Guidelines for Social Research, Ethical Guidelines for the Conduct of Research on Specific Population (such as Emergencies and Disasters, IPs, Pediatric Population (Minors/Children) including Guidelines on Assent, Older persons), Ethical Guidelines for HIV and AIDS Research and Ethical Guidelines for International Collaborative Research.

On the other hand, Dr. Montaño, Chairman of the Zamboanga Consortium for Health Research and Development (ZCHRD) will deliver the function of the Consortium and responsibilities as the main body that endeavors to produce quality health researches in the region. The ZCRHD considers the importance of delivering social services through health researches to all stakeholders in Western Mindanao. Dr. Montano is also expected to deliver the vital role of the Consortium in producing and providing information on health research.

The Department of Science and Technology IX (DOST- IX) Representative MR. Ricardo Apolinario III will tackle on the health research funding. Mr. Apolinario will explain the procedures and or guidelines in acquiring health research funding for the faculty researches and other benefit to enjoy in making of health researches.

Supported by the dynamic School of Allied Medicine Director, Dir. Janet Q. Saile, encourages her colleagues to undergo trainings through the workshops especially to the faculty handling research subject to know by heart the importance and relevance of health researches in helping the government in the risks reduction programs.

The objective of the seminar is to provide information among the participants that they could use in order to develop a new study to promote and protect the lives of the people in the future.

With the growing demand for new  information and innovative ideas in all the fields of knowledge, a continuous and evolving methods were developed, which over the years have created great numbers of processes that improved man's well-being and his activities of daily living. In doing so, Mankind also saw a great deal of experiments, which utilized human and animal subjects. With this new era of men aggressively clearing gray areas, ethics has not been considered as a yardstick to look into merits of researches implemented. In the turn of the Century, Nazi's conducted researches that entail inflicting viruses to human subjects and stitching body parts of twins. Many and many experiments have been conducted, which lead to an uproar to provide a safe environment for research subjects, and thus, the nuremberg code, Helsinki declaration, among others were developed.

In the 21st Century, the international community organized the Council for International Organizations of Medical Sciences (CIOMS), which developed the International Ethical Guidelines for Biomedical Research Involving Human Subjects. In the Philippines, the Philippine Council for Health Research and Development (PCHRD) through the Philippine Health Research Ethics Board (PHREB) developed the 2011 National Ethical Guidelines for Health Research.

It is with this great endeavor that these national agencies build and cross bridges to promote a safer research environment. In Region IX, Ethics Review Committees have been created. In Zamboanga City, two Review Committes have registered with PHREB and four more agencies namely: Universidad de Zamboanga (UZ), Ateneo de Zamboanga University (AdZU),  Western Mindanao State University (WMSU), and the Zamboanga City Medical Center (ZCMC) are already in the process of drafting their Standard Operating Procedures.
