The Department of Science and Technology (DOST) and major players of the fisheries industryin the City convened today for a Focus Group Discussion (FGD) session on the value-adding of fishery by-products at the Garden Orchid Hotel in Zamboanga City.

This initial FGD focused on exploring viable R&D collaboration options with the industry, and establishing a solid and meaningful network relationship between the government, the academe, and the fisheries industry. Among a number of topics, the group centered on market-driven R&D in the regions to solve local industry problems and prioritizing by-products of the tuna and sardines processing industry for value adding.

Attending the FGD were owners and plant managers of Seacoast Top Choice Food Corporation, Bigfish Foods Corporation, Universal Canning Incorporated, PERMEX Producer and Exporter Corporation, and Mega Fishing Corporation.

Also present were experts and representatives from the Department of Trade and Industry, Western Mindanao State University, and the Zamboanga State College of Marine Sciences & Technology.

Facilitated by no less than the DOST Undersecretary for Regional Operations Brenda L. Nazareth-Manzano, Dr. Anthony C. Sales, Regional Director of DOST XI and Dr. Ma. Patricia V. Azanza, Director of the Industrial Technology Development Institute (ITDI), Engr. Niñaliza Escorial, Chief, ITDD of thePhilippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), and the abovementioned parties succeeded in identifying the following priority areas:

07 February 2017 - Stakeholders of the Department of Science and Technology (DOST) Food Safety Program convened to put the finishing touches before moving toward the program's implementation stage.

Tying the results of their discussions during a meeting on the DOST Integrated Halal Program held earlier (details on fb.com/DOSTRegion9), Dr. Ma. Patricia Azanza, Director of the DOST- Industrial Technology Development Institute (DOST-ITDI) and Dr. Anthony C. Sales, DOST XI Regional Director, led the team in laying out the details for the Food Safety Program's 4 major components:

  • Research and Development (R&D) - which will involve meetings with the Undersecretaries of partner government agencies and non-government organizations for the Memorandum of Understanding (MOU) integration, and other technical aspects like matrix and contaminant prioritization, and the cascading / acquisition of existing / new technologies.
  • Knowledge Transfer - which will include policy development, advocacy programs, and the deployment of technologies identified through R&D.
  • Human Resource Development - Develop methods to capacitate DOST personnel in addressing issues concerning food safety.
  • Laboratory Testing - Enhance laboratory capabilities to test and identify emerging food contaminants and pathogens.

The team, made up of members from the Department of Science and Technology IX (DOST-IX), the DOST-Technology Application and Promotion Institute (DOST-TAPI), DOST-Food and Nutrition Research Institute (DOST-FNRI), and the DOST-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD), envision that by 2022, the program will be able to live up to their guiding theme:  "Safe and culturally acceptable food for everyone. By everyone. Through Science, Technology and Innovation."

Stakeholders of the DOST Integrated Program on Halal gathered today to discuss the program’s final details before moving toward implementation.

Crucial to the finalization process were ideas and contributions from key personalities of Mindanao Halal for Peace and Development, Incorporated (MHPDI), and the Halal Business Council-Mindanao (HBC-MIN); Sheikh Salih Musa (Chairman), Habbas Camendan (Secretary General), Sheikh Abdulwahid Sumaoang (IVP), and Antara Zacaria (Auditor) who shared their knowledge on Halal from which of the program’s aspects would best benefit from.

 Leading the group were Dr. Ma. Patricia Azanza, Director of the DOST-Industrial Technology Development Institute (DOST-ITDI) and Dr. Anthony Sales, DOST XI Regional Director,, who, along with leaders from the Department of Science and Technology IX (DOST IX), the DOST-Technology Application and Promotion Institute (DOST-TAPI), DOST-Autonomous Region in Muslim Mindanao (DOST-ARMM), DOST-Food and Nutrition Research Institute (DOST-FNRI), Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), and the University of Southern Mindanao (USM), were successful in identifying strategies and activities for the 4 major components of  the program:

            SETUP or Small Enterprise Technology Upgrading Program, the Department of Science and Technology IX (DOST IX)'s flagship project, assists micro, small, and medium enterprises (MSMEs) in the following priority sectors:

  • Food processing
  • Metals & Engineering
  • Furniture
  • Marine and Aquatic resources
  • Agriculture & Horticulture
  • Health-related Products
  • ICT & Electronics
  • Gifts, Decors & Handicrafts

The program assists MSMEs to improve productivity through different technological interventions such as acquisition of innovative and cost-effective technology, product development, process improvement, human resource development, and consultancy services, among others.

Interested companies or individual firms must be wholly owned by Filipino citizens and be based in the Philippines. To avail of the program's services, the following requirements must be submitted: 

  1. Comprehensive TNA Report
  2. Proponent’s letter of interest to avail of financial assistance, stating commitment to repayment, including the proposed repayment schedule.
  3. Copy of business permits and licenses from relevant LGUs and other government offices.
  4. Financial statements of at least the past three (3) years for the company / beneficiary duly signed by a Registered Accountant / Auditor.
  5. Projected financial statements for the next five (5) years.
  6. Certificate of Registration of Business Name with DTI, SEC or CDA, Board resolution authorizing the borrowing and designating authorized signatories for the financial assistance (whichever is applicable).
  7. Three (3) quotations from suppliers / fabricators of the equipment to be purchased / fabricated with technical specifications.
  8. Complete technical design / drawing of the equipment to be purchased / fabricated.
