In its endeavor to protect Filipino inventors and researchers on their rights over their creations and researches, the DOST IX scheduled a “Forum on Intellectual Property Rights (IPR) Protection” during the 2017 National Science and Technology Week (NSTW) Regional Celebration and the Regional Invention Contest and Exhibit (RICE) on 22 November, 2017 at Palacio del Sur, Marcial Garden Hotel, Zamboanga City.

This forum targets to reach out around 60 inventors, creative researchers, student researchers and research advisers within the region.  Among the topics that will be talked about include Intellectual Property Rights (IPR) and Process of IPR Registration at IPOPHIL and DOST programs and Assistance Relative to Invention and Research Development.

The DOST IX invited speakers from Intellectual Property Office of the Philippines (IPOPHIL) and Technology Application and Promotion Institute (TAPI) to provide participants better understanding on the topic and give them the avenue to address their questions and queries directly to the concerned office.

It is expected that after attending this forum, participants will have a clearer and better understanding on their intellectual rights and the programs and services they can avail from the DOST and its service agencies.

Among the DOST’s top technologies and services which will be presented, include the DOST’s flagship program, the Small Enterprise Technology Upgrading Program (SETUP), which encourages and assists Small and Medium Enterprises (SMEs) to adopt technology innovations to improve their operations and thus boost their productivity and competitiveness; One Expert, which is an online “interactive nationwide pool of science and technology experts intended to provide technical advice and consultancy services to Filipinos anywhere in the Philippines”; One Store -  the first government e-commerce platform developed to promote and market local goods produced by the Department of Science and Technology (DOST) assisted local entrepreneurs through its banner program, Small Enterprise Technology Upgrading Program (SETUP). Aside from these, theOne Lab Program,will also be featured. The Department of Science and Technology (DOST IX) opens the doors of the2017 National Science and Technology (S&T) Week Regional Celebration, back-to-back with the Regional Invention Contest and Exhibits (RICE), to the public on 22-24 November at the Palacio del Sur in Zamboanga City.

DOST-IX’s top official, Mr. Martin A. Wee says that this event, while promoting DOST’s programs and services, is also targeted at bridging the gap between the world of scientists and research buffs to the reach of every Juan across the country.

True to its goal of bridging the world of the sciences to the Filipino communities, this year’s theme “Science for the People”, will feature the department-developed technologies and inventions. Also to be featured are the DOST assisted food and non-food productsas well asthe different programs and servicesandinteractive exhibits.

Among the activities lined-up for the NSTW and RICE events include technology bazaars and exhibit, S & T Film Festival, technology fora and technical sessionson Intellectual Property Rights Protection, Science Journalism, Food Packaging and Labelling, Green Engineering and Health and Wellness.  Inventions and research projects of the qualified RICE entries will also be showcased and adjudged.

DOST Secretary, Professor Fortunato T. dela Peña will be gracing the event as the keynote speaker and DOST-IX’s former Regional Director and now Undersecretary for Regional Operations, Ms. Brenda L. Nazareth-Manzano together with the DOST Regional Directors are also expected to grace the event.

On July 19, 2017, a total of six (6) schools in region 9 had received the Department of Science and Technology’s (DOST) STARBOOKS digital library through a collaborative effort between the agency’s regional office, and Coastal and Marine Resources Management in the Coral Triangle – Southeast Asia (CTI SEA).

Through the Asian Development Bank (ADB), CTI SEA had donated one (1) high-end computer unit installed with STARBOOKS to each of the following schools: Kabatan National High School, Kumalarang National High School, Lapuyan National High School, andToribio Minor National High Schoolin Zamboanga del Sur; Buug National High School, and Malangas National High Schoolin Zamboanga Sibugay.

The Bay of Schools

The deployment of the STARBOOKS technology in the area is part of CTI SEA’s implementation of RETA 7813, a project which aims to assist Indonesia, Malaysia, and the Philippines in implementing actions under the respective nations’ Coral Triangle Initiative and National Plans of Action.

CTI SEA’s focus is on five (5) sites: Dumanquillas Bay in the Zamboanga Peninsula, Tañon Strait in Central Visayas, the municipalities of Taytay and Balabac in Palawan, and Turtle Islands Wildlife Sanctuary in Tawi-Tawi.

The abovementioned schools in region 9 fall under the Dumanquillas Bayarea - CTI SEA’s site for Ecosystems Approach to Fisheries Management, which pursues the sustainable management of targeted fisheries resources by balancing ecological and human well-being through good governance.

The RETA, with support for the LGU and the local communities assisted in identifying suitable enterprises that could assist the organization’s efforts in fisheries management.

STARBOOKS

Developed by DOST-STII (Science and Technology Information Institute), the STARBOOKS digital library software is available for FREE at the Department of Science and Technology IX Science and Technology Information Center (DOST-STIC)

At present, STARBOOKS allows users access to over 500,000 local and foreign S&T resources in text, video, and audio formats, which include digitized journals, serial publications, reference materials, and other sci-tech resources found in the DOST-STII's libraries.

Local government units, non-government organizations, and educational institutions may avail of the free technology. Guidelines for interest parties are stated below:

• Make a formal request (Letter addressed to the DOST IX Regional Director)
• Ensure Compliance to requirements (IT and manpower components)
• Purchase equipment (specifications listed below)
• MoU signing

• Space Measuring 3mX4m (with specifications for physical set up of the kiosk)
• Mandatory 1-2 days training
• Focal Person (Preferably your organization's IT personnel, librarians or both)
• Provide training for clients’ designated focal person (IT, librarian or both)
